| 概要 |
1980年代以降、公共サービスの効率化、当該部門への民間活力の導入は世界的潮流となっている。わが国においても、近年様々な方式により公共サービスへの民間活力の活用が図られつつある。公共サービスへの民間活力導入の方策としては、「業務委託」「経営委託」「第三セクター方式」「PFI」「民営化」等、様々な方策があるが、基本的には事業を取り巻く環境に応じた事業方式を選択することが重要である。この中のPFI事業は、イギリス等わが国とは基本的制度が異なった国で創設された制度であり、これをわが国に導入するに際しては様々な課題が発生する可能性があるが、公共サービスへの民間活力活用という観点からは大きな意義がある。但し、その導入に際しては、「公共サービスの効率化を図る」という基本を忘れてはならない。 |
| Abstract |
Since 1980's, there has been a worldwide trend to improve the efficiency of public services and to introduce the vitality of private sector into the area. In recent Japan, practical applications of the vitality of private sector to public services are carried out on a variety of models.The models are many, including "Business Charge”, "Management Charge”, "the Third Sector”, "Private Financial Initiative”and "Privatization”, but what is most important here is to pick up one that best fits the project's circumstances. The PFI model, established in the U.K., has a fundamentally different system from ours, and may cause problems, when introduced in Japan. As its merits are many, it is advisable to use it with our ultimate end firmly in mind: to improve the efficiency of public services. |
