[研究発表] 都市ごみ収集現場における人員配置策定方法に関する質問紙調査

内容

一般廃棄物の収集運搬の現場では、公共サービスの質の維持・向上や労務管理の観点から、人員配置は重要であると考えられる。本調査では、清掃現場を対象として、人員配置の基準や方法をアンケートにより尋ねた。例えば、可能な限り毎回同じ業務を割当てたり、同じメンバーで班を編成する現場では、職員の習熟度向上による作業の効率化を重視しており、他方、可能な限り毎回異なる業務を割当てたり、異なるメンバーで班を編成する現場では、公平な作業の分担や緊張感の維持を重視しているという、興味深い結果が得られた。

一般廃棄物の収集運搬の現場では、公共サービスの質の維持・向上や労務管理の観点から、人員配置は重要であると考えられる。本調査では、清掃現場を対象として、人員配置の基準や方法をアンケートにより尋ねた。例えば、可能な限り毎回同じ業務を割当てたり、同じメンバーで班を編成する現場では、職員の習熟度向上による作業の効率化を重視しており、他方、可能な限り毎回異なる業務を割当てたり、異なるメンバーで班を編成する現場では、公平な作業の分担や緊張感の維持を重視しているという、興味深い結果が得られた。

Abstract

The personnel assignment in waste collection offices, especially assigning works to each collector and composing teams, is very important from the viewpoint of labor management and quality of the service. A questionnaire survey regarding rules and methods of the personnel assignment at waste collection offices was studied in this research. The relationship between the rules and their aims is focused on: In the offices that assign collectors the same works or compose teams of the same members every time, increasing the work efficiency by promoting collectors' skill is regarded as important. On the other hand, in the offices that assign collectors different works or compose teams of different members every time, the fairness of distributing works and the maintenance of collectors' motivation are regarded as important.
